It is a capability that must be cultivated continuously, through institutions that reward its development, through practice that maintains its edge, through economic structures that make the investment rational. The Competence Insolvency is not a prediction about the far future. It is a diagnosis of a process that is measurably underway today — in the operating rooms where detection rates are falling, in the offices where problem-solving skills are atrophying, in the training programs where the next generation of practitioners is learning to operate tools they will not be able to replace when the tools fail. The clock is running. The question is whether we notice before it is too late.
